They are the TO DO LIST of what Candidates will do when elected. You dont hire Contractors without written contracts. Do you? They are also a guidelines to see the promises they fullfilled after they get elected. You can also see what progress they are doing on their jobs. We vote for people without even knowing what they will do after they are elected. So, they run around in their jobs. Doing little or nothing at all. Until the next election. We cannot check their performances, because we dont have a guide (platform) of what they have to do. Platforms are like Contracts from Candidates with the
