Too much rain fall creates floods which gives hardships to those who are affected. Collecting rainwater from the roof is another way of minimizing the effect of floods. In many countries, Collecting rainwater is widely used. In Australia, Rainwater is collected due to shortage in water. In New Zealand, it is use to conserve water and flood prevention too. We have a 5000 litter tank for collecting water; we use this to flush our toilets. Not only do we help in preventing floods in winter where it rains regularly, but we also help by using it in summer time where rain is short. It also gives us a reasonable cut on our water bills:) The more people collecting rainwater, the less is the effect of floods. It will also save you money. From negative to positive! people might pray for more rain when they have their own water tanks!

Supreme Court is no longer Supreme! I just could not help keeping to my self to what the Supreme Court is doing to those who files Complaint. I have been in the Court filing cases for almost 20 years. In the early times, the filing of Complaint Affidavit is just a matter of course, cheap filing fees, filing of Motions are free, and their was no hazel.

Unfortunately, that devil called JUDICIARY DEVELOPMENT FUNDS completely change my impression towards our Supreme Court. They have turned Justice into a money making enterprise. No, sir. They are more occupied making money than in dispensing their function. Now a days, it is too expensive to file a Complaint Affidavit. For example, one time, I have to throw to the garbage my Complaint because the filing fee is too high. With the substance of P 100,000 involve, I have to pay the Court P 20,000 depending on the number of Checks. Let us consider other expenses, Filing Fee P 20,000, Acceptance Fee of my Lawyer, P 20,000 minimum, then, there is their per appearance of P 2,500 and then when I win the case, I will pay the Court Sheriff a minimum of P 12,000 to elit the properties just in case. In short, the grand total of my expenses is P 62,000 pesos. Now, if I won the case, 25% goes to the lawyer for winning the litigation, which is another P25,000 pesos. In short, I have to shell out a minimum of P 87,000! Now in the civil aspect of the B.P. 22, you get a !% a month interest , still it can not cover up the original amount of P 100,000 pesos because you will just be collecting P 1,000 a month or P12, 000 a year. So, if you have P100,000 original claim plus one year interest of P 12,000, then your gross is P 112,000, and less expenses of P87,000 pesos, then your net is only P 25,000.

Sounds crazy but it is the fact! For going to the Court you spend P 87,000 and your net is only P 27,000 from the original of P 100,000. So is it worth it?

The culprit here is the interest impose by the Court for "humanitarian purposes" by awarding you 1% a month!

Going back to the JDF. At present, the income derive from these excessive collection for this year alone went up to 8 billion pesos! Now, 80% of the JDF goes for "Cost of LIving allowances." In short, the word "Judiciary Development Funds" is actually to finance the allowances of the Justices. Imagine 8 billion pesos 80% is a wooping 6.4 billion pesos Judges allowance. He hhee.

Sounds fantastic but true. Imagine, if there are 2,000 judges in the entire Philppines, so each will have a yearly allowances of 320 million pesos. Sounds fantastic. I hope my arthimitic is wrong. Of course the SC judges will have a greater share from the cake. Supreme Court yata.

NOw, here is why it is morally wrong. The collection alone of Cost of Living Allowances of Judges is not lawful for the simple reason that the Judiciary Branch has already a yearly budget. NO NEED FOR ADDITIONAL FUNDS BECAUSE THEY ARE ALREADY SUBSIDIZED BY THE TAX PAYER IN THE FIRST PLACE.

i totally and without a question in mind agree with this as we all are guilty of this pleasures in one way or another... maybe not with gadgets but with other things....

alam mo when i look at government officials... and knowing most of them came from well off families... parang ang sarap tanungin na, "paano nyo nasisikmura humarap sa tao na ang mamahal ng mga gamit niyo when what you earn sa payroll nde nagta-tally sa mga mahal na gamit na suot2x niyo?" although sabihin man natin na karapatan nilang bumili nun kasi bago pa man sila pumasok sa gobyerno mayayaman na sila, but still me tanong na pumapasok sa utak ko..."kung ako ba mayaman, papayag ba ako na mabawasan yung kayamanan ko kung pwede ko naman ipaako sa ibang pang-gobyernong budget na pwede?" ok... kahit i clear na lang natin na personal nilang pera yun... hindi ba pwede magkaroon ng konting delikadesa bago humarap sa tao kasi nde naman 1st world country ang pinamumunuan para humarap sa tao na naka-kontodo alahas at designer clothing or a porsche for that matter...

nde naman sa pinangunguhanan ko rin ang desisyon niya but if he really wants to help, i think it would be best kung sa kanya magsisimula... pera naman niya yun... kung praktikalan, pwede naman siyang mag KIA lang (seriously! anong nakakahiya dun? mahirap tayo na bansa) and the rest of the money, he could have invested it into small livelihood businesses, that way nakatulong na siya sa mga walang trabaho and on the other hand kikita din siya kasi babalik din yung naipundar niya....

I have been fighting the unjustifiable taxes impose by Q.C. Local government since 2004 when the Columnist by the name of Neal Cruz of Daily inquirer wrote an article with a title, "Greedy Quezon City Councilors plans to raise Real Estate Tax." I hand delivered my letter of inquiry to 20 Q.C. Councilors and copy furnished the former Mayor Feliciano Belmonte Jr. why is there in need of raising the taxes considering that the Local Government has unspend 2 billion pesos. That was on year 2004.

It is the duty of any government employees to reply within 15 days upon receipt any letter address to them, but unfortunately, not one of the 20 Q.C. Councilors ever reply to my letter. This is how callous our local government is.

Then again, last year 2009, I confronted Mayor Feliciano Belmonte, one on one, and asked him why there was a drastic increase on the Mayor's Permit. He rebuff me and said, "If you can not pay your Mayor's permit, then close up!'

Undaunted, I investigated the legality of the drastic increase and found out that the mere issuance of a Memorandum of the then Chief City Treasurer of Q.C. was the reason of the increase, without the benefit of any City Ordinance.I obtain two certification from the City Archive and the record section of the Q.C. Treasurer's Office certifying that there was no City Ordinance as far as the increase is concern.

Using the two certified documents, I filed an Administrative case against the former Chief City Treasurer of Q.C., Victor Endriga Ph.D. But, I was told by the receiving clerk of Office of the OMbudsman that for almost 20 years, since that treasurer was still in Pasig, not one complaint against him ever prospered.

I also attended the Public Consultation on proposed Parking Fee in Q.C. sponsored by Councilor Suntay. Then again, I caught the Councilor lying when he said Q.C. revenue was only 4 billion pesos when the Newpapers was already declaring that Q.C. ranks no. i in revenue generation and hit more than 10 billion pesos. Another cheating the Councilors did is to invite the whole Q.C. Barangay Council to represent as public parties, when in fact, Barangay Council members is the lease representative of Q.C. residence. These groups are beholden to City Hall and therefore not reliable party during Public Consultation on enactment of City Ordinance.

Feeling that Q.C. Local Government has graviously violated their Oath of Office, I run as Independent Q.C. Mayor Candidate last May 10, 2010 election. Had I won, I would lower drastically all sorts of local taxes including Real Estate Tax here in Q.C. I would even go to the extend to declare TAX HOLIDAY until we consume all the savings made by Q.C. local government.

I believe that the Local Government has no moral ground to enrich itself by over taxing its constituents. The reason for taxes is to provide fundings on specific projects, and it has never been the intention to commit social injustice by unjustified and unilateral excessive taxes in any form. And this is what is happening in Q.C.

I believe that we, residence of Quezon City should stand up and resist the Local Government Officials from abusing their Oath of Office of making extremely hard for the tax payers to meet their obligation.

This is the times of hardship wherein people can hardly make both ends meet because of high prices on everything. It is unfair for Q.C. Local government to impose its illegitimate and abusive tax system.
